Genom en lagändring i LOU (lag 2010:569) infördes de s.k. Teckal-kriterierna, i 2 kap. IT-tjänster då det, genom det så kallade Teckal-undantaget i upphand- lingslagstiftningen, kan genomföras utan föregående upphandling.
